Angry Wambora tells MCAs to stick to their mandate

BY WHITNEY NYAWIRA

Embu Governor Martin Wambora yesterday lost his temper and took a swipe at the area MCAs for what he termed as interference in running the affairs of the executive arm of the devolved unit.

Citing various cases of intimidation of senior’s officers by MCA’s in the County, Wambora told the MCA’s to stick to the mandate of representation, oversight and legislation and allow the Executive and him ample time to deliver his campaign pledges to the people.

“For the last 8 years, I have only had one year of peace to perform my duties, the rest of the time has been spent in courts as the ward representatives pushed their selfish agenda to destabilize the executive, this should end. The law is very clear on the roles two arms of the county government. We cannot continue with wrangles at the expense of development” the governor said.

In November, Embu ward representatives took to the streets calling on the governor to sack chief officers and directors accusing them of corruption.

The MCA’s further barricaded streets and set several revenue collection offices on fire and ordered the business community to cease paying revenue to the county government on allegations that the monies collected were lining the pockets of some county officials.

Subsequently, the Wambora sought court orders restraining the MCA’s from inciting the public and allowing the county government to continue collecting revenue.

“We cannot have elected representatives paralyzing the operations of the county and misleading the same public they purport to represent”, Wambora noted.

“I went to court to bar the MCA’s from taking over duties that have nothing to do with them constitutionally, if the county is to be run on the whims of the assembly, I will easily go down on its knees” he added.

He said he chose the legal way as he respects the law.

"I must build roads, equip hospitals, I must develop and seek markets for the county's coffee, tea, avocado and other cash crops," he added.

Speaking in the same event, Embu County Commissioner Abdullahi Galgallo said that all bars operating in the villages will be closed down.

He noted that the youth were gradually being turned into zombies by local brews and third generation liquor.

Wambora was accompanied by his deputy, Embu County Commissioner Abdullahi Galgalo, Runyenjes Legislator Erick Muchangi Deputy Embu Deputy Speaker Steve Munene, and MCAs Morris Collo, and Margaret Kariuki among others.

Embu MCAs impeached Wambora twice during his first term accusing him of abuse of office and procurement regulations but the court of Appeal reinstated him.

He also faced an election petition after he was elected in 2013 which the High Court dismissed. He faced another election petition in 2017 which went up to the Supreme Court but he won.

He said if MCAs stop to interfere with his work this is the only way the county shall be able to reach no 5 or 1 in this country in terms of development.

“In the remaining two years and a half this is the work we shall do. I must construct roads for you, I must provide drugs to your hospitals and dispensaries.  We have to come up with more projects, we have to get coffee market, and tea,” he said.
